歡迎大家前來參加人文休閒、品味宜蘭的第22屆地區年會！宜蘭民風純樸，風景秀麗，遠離塵囂，是令人嚮往好山好水的旅遊好地方，盼望大家在此能享受美好的二天扶輪盛會！

首先我迫不急待的要告訴大家，此次代表RI社長葛爾揚–潘乃傑前來參加我們地區年會是國際扶輪層級甚高的RI前理事PRID Kyu-Hang Lee暨夫人，我們也竭誠歡迎所有前總監們蒞臨指導。

韶光荏苒、歲月如梭，扶輪一年一度成果總驗收的時刻就在今朝。回顧去年此時，水牛團隊正積極地為做好交棒工作而戮力準備，曾幾何時到了接受全體扶輪社友檢視服務績效的時候。首先，Andy在此向地區團隊全體同仁說聲〝您們辛苦了〞，感謝這段時間一路陪我走過，沒有您們的犧牲奉獻、默默耕耘，就無法完成這項不可能的任務。

國際扶輪3490地區2011-12年度，承蒙諸位扶輪領導人英明睿智的指導和加持，歷任地區總監耳提面命的鞭策和賜教，加上各分區助理總監、地區副秘書、各社社長、秘書及全體社友暨寶（尊）眷的鼎力協助和支持，圓滿達成國際扶輪「人道關懷 行善天下」的各項服務計畫和目標。本地區71個扶輪社的工作計畫均依循國際扶輪葛爾揚–潘乃傑社長的年度三大工作重點訂定，鞏固我們的家庭，延續我們最擅長的服務工作以及改變我們可以改變的地方，各分區的服務成果將在稍後的區務報告中呈現給大家。

除此之外我們也盡心盡力建立數項創舉，包括：推動聯合公式訪問，整合各分區資源以簡化作業及提昇效率。另外，成立地區辦公室，服務全體社友及協助推動RI各項社務，並將各項資料做為傳承與保存之建檔，甚至地區年會的籌辦我們採用最具效率的網路報名及連線作業方式。這些創舉無非是將3490地區推向更燦爛、更真善美的境界。如今終究克服重重困難完成階段性使命，為3490地區寫下一頁新的歷史。

今年度本地區在例行五大服務項目、扶輪基金捐獻、社員留住率與成長率、以及各項扶輪最高榮譽獎項中均有優異成效。這些榮耀與光環是屬於3490地區各扶輪社，更是屬於3490地區全體社友的，Andy以您們為榮、以您們為傲。扶輪的要求就是不斷求新求變；只要是好的、對的即可放手去做，只要是服務大眾人群、提供社區福祉，就該積極去做。因為扶輪的巨輪往前邁進永不停歇，而扶輪大家庭有賴你我細心苛護永續經營。

地區年會是展現所有扶輪社服務成果的盛會，我們的友誼穿梭在年會的任何一個角落，扶輪人超我服務的高尚品格襯托著地區年會的氛圍，扶輪人們，我敬愛您們！期望大家享受一個成功的人道關懷 - 行善天下的地區年會！

承蒙各位於百忙之中撥冗熱烈參與，使本屆年會增添許多光彩，本人謹代表地區年會全體籌備委員，誠摯的向各位表示最高的歡迎與謝意。

國際扶輪3490地區第二十二屆地區年會，由本人承擔此籌備工作，內心實感興奮與惶恐，亦感責任重大。幸得Andy總監多方指導與授權，加上全體籌備委員鼎力協助與配合，使得年會進行順利，更感謝本地區所有扶輪社的踴躍參與，給予籌備人員最有力的鼓舞，再次致上最崇高的敬意。

本屆年會選擇在宜蘭運動公園舉辦，需費一番功夫來塑造，但經全體籌備委員克服艱難，今天以耳目一新的景象呈現在大家的眼前。另外，今年扶輪之夜，將邀請大家來品嘗宜蘭的傳統道地美味佳餚，以戶外大型演唱會的方式呈現，希望能給大家一個驚喜、一個視覺和心靈的享受，請大家務必全程參與。

宜蘭是歌仔戲的發源地，大會特別安排寶眷歌仔戲欣賞與研習.蘭陽博物館、冬山河親水公園、傳統藝術中心、綠色博覽會等很多地方讓您能體驗宜蘭人文休閒，感受宜蘭好山、好水、好人情。

本屆年會若有疏失或服務不週之處，尚請大家多多包涵與見諒。最後期盼在年會期間各位能獲得寶貴的知識和珍貴的友誼，能彼此交換豐富的經驗，拓展視野。

Dear District Conference Guests and Fellow Rotarians,

Binota and I are pleased to extend our greetings and very best wishes to you as you participate in this 2011-12 district conference. We wish we could share in each of the more than 500 conferences around the world this year, but that is just not possible. However, with the able leadership of your governor and the district conference committee, we are confident that this will be a very special and memorable experience for you.

The district conference is a wonderful tradition and a great opportunity to share information and learn about the projects and activities of other Rotarians in your district and around the world. While our clubs are the heart of Rotary, it is at the district conferences where club members can become even more aware of the ways in which Rotary is making the world a better place.

When Binota and I began our life of service through my local Rotary club, we had no idea where our desire to serve would lead us. It is the same for all Rotarians, as none of us knows where service will lead. Rotary has accomplished so much, yet the world needs us more today than ever. I encourage you to renew your dedication to your clubs, your district and Rotary -- to Reach Within to Embrace Humanity. At the International Assembly I said, "In order to achieve anything in this world, a person has to use all the resources he can draw on. And the only place to start is with ourselves and within ourselves." As you participate in your district conference I ask you to remember why you chose Rotary and let service to others continue to motivate you.

Dr. Kyu-Hang Lee (Keyo) is the chairman of the Medical Foundation, Keyo Hospital in Kore. He was presented Ph.D. from Korea University. He is a professor in the medical school of Seoul National University and Corresponding Fellow of the American Psychiatric Association. Keyo also served as president of the Pacific Rim College of Psychiatrists. He has served as president of both the Korean Psychiatric Association and the Korean Mental Hospital Association. Keyo was awarded the Honorary Doctor Degree of Philosophy from Anyang University in 2005 and awarded a Presidential Citation from Korean Government in 2007. Keyo was a Board Director of Rotary International (2009-2011).

A Rotarian since 1975, Keyo is a member of Rotary club of Anyang-East where he served as club president in 1990-91. He has served three terms as the District trainer and twice as President's Representative, Training Leader of GETS and the International Assembly. Keyo has also served as representative to the Council on Legislation. He has served three terms (2002-05 Rotary Years) as Regional Rotary Foundation Coordinator. During his term as District Governor, he organized a successful fundraising campaign called "Spark Plus Movement" in which each Rortarian in the District contributed US$ 200 ($ 100 in each hand) for a total Major Gift contribution of US$ 200,000.

Keyo and His wife, Hee-Sun, are Charter Members of the Bequest Society (US$ 100,000). He is a Paul Harris Fellow and Level 4 Major Donor to Rotary Foundation. Keyo and Hee-Sun contributed to the Permanent Fund (US$ 250,000) will endow a Rotary World Peace Fellowship of Rotary Centers for International Studies in peace and conflict resolution. He is a charter member of Arch C. Klumph Society. Keyo is a recipient of The Rotary Foundation's Citation for Meritorious Service and its Distinguished Service Award. Now a days, Keyo, after serving as a Board Director of RI, is actively involving himself as a Club Trainer of Anyang East RC with grass-root Rotarians. He has been married to Hee-Sun since 1962 and has two daughters.
